It's so freaking catchy
And I have to question
What in the **** does it mean????
Google translator sucks
And
Is it Bill actually saying it
I can't tell and I can't find it

The phrase loosely translates to- "Tom looks totally stupid."
Bill is commenting on how Tom looks in the photo.
The translation at the bottom of the screen is exactly what Bill is saying at the time. I don't know if the voice you hear is Bill's, but during that episode, that's exactly what he says.

No, I think in this context aus is part of sehen and the verb is 'aussehen' (separable prefix verb, German grammar stuff).

Literally translated the phrase means "Tom's look is real ****" or "Tom has a real **** look." (The second one is more accurate I believe as "haben" is implied with "aussehen".)

What do you mean haben is implied with aussehen?
I forgot all the grammer stuff I learned :(
